COMMITTEE MISSION STATEMENT
The mission of CLSA Central Coast Chapter’s Monument Conservation Committee is:
- To foster a better understanding of the benefits of monument conservation
- To provide informational and educational materials to local public agencies, public utilities, the local construction industry, and the public regarding these benefits regarding monument identification and conservation
- To develop best practice measures for monument conservation by land surveyors and agencies
- To organize and provide opportunities for monument conservation outreach programs

This committee invites and is soliciting others interested in fulfilling the MCC purposes and goals. Contributions of members will include arranging material publications, event planning and organization, public agency contact and liaisons.
PURPOSES AND GOALS
The MCC purpose is to promote the conservation of survey monuments by:
- Developing and updating models for Plans, Specifications and Estimates (PS&E) to provide for inclusion of same in public and private construction plans,
- Creating and distributing information regarding monument conservation to the public and others,
- Engaging the public sector and public utilities in outreach and educational opportunities regarding monument conservation and PS&E inclusion in RFPs and RFQs.
COMMITTEE ACTIONS
- Over the course of several months, this committee finalized the distribution package for consideration by local agencies, special districts and others. It includes:
- “BEST PRACTICES” flowchart • a cover letter • a CLSA brochure
- a PS&E model for projects that require a Pre-Construction Survey
- a PS&E model for projects that DO NOT require a Pre-Construction Survey
- a QR code sheet for links to MonCon information on the Parallax and at the CLSA website .
- On May 1, 2025, presentations were made at the outreach luncheon held at the Ventana Grill in Pismo Beach with the subject of “Monument Conservation: What is it and Why is it important?”.
- The 61 person attendance list included:
- 18 reps from 10 cities,
- 8 reps from 4 CSDs,
- 13 reps from other government entities,
- 2 reps from PG&E,
- 20 others including surveyors.
- The venue was full.
- PowerPoint presenters were
- Robert Reese, PLS (Committee Chair, Central Coast chapter: “What is Monument Conservation and Why is it Important?”),
- Ron Nelms, PLS (Bakersfield Chapter: “What Could Possibly Go Wrong”),
- Dallas Sweeney, PLS (Registrar, BPELSG: “How Hard Can it Be?”), and Robert Reese, PLS (Committee Chair, “It’ll Be Fine”).
- Mr. Nelm’s Presentation focused on real examples of monument destruction and its effect
- Mr. Sweeney’s Presentation focused on monument conservation requirements in statutes and BPELSG’s perspective on agency requirements.
- Mr. Reese’s presentation was an overview of Monument Conservation and later a description of the materials developed and provided by this Committee.
- The three PowerPoint presentations, the six handouts and links to all the materials are below, along with the QR codes for each are provided below.
- It is this chair’s opinion that, given the attention paid to the presentations, the questions from the attendees and the responses on exit, the intended effect was accomplished:
- 1) To broaden awareness about Monument Conservation;
- 2) To demonstrate the destructive effects that non-implementation of Monument Conservation can have and ;
- 3) How Monument Conservation can and should be implemented by responsible agencies under law and as trustees for the public.
- It is also this chair’s opinion that this is an ongoing effort and will require continued effort for education and enforcement.
- A “postmortem” investigation is planned via Survey Monkey sent to the invitation list and attendees asking what they derived from the presentations and is there something more needed.

COMMITTEE BUDGET REPORT
The final cost for the venue and luncheon at Ventana Grill was $2,675.29. The cost for copies and materials from ASAP Reprographics was $79.57. Total cost for the outreach event was $2,754.86. This chair wishes to recognize that this could not have been done without the generous time contributions from the Monument Conservation Committee members, or without the generous money contributions from the following members and entities of the chapter.
